FTC and Greystar Reach Agreement to Enhance Transparency in Multifamily Housing Industry
Charleston, SC – December 2, 2025 – The Federal Trade Commission, Colorado Attorney General, and Greystar announced a nationwide agreement today that enhances transparency in the multifamily housing industry and provides much-needed clarity on the FTC’s expectations for advertising rental housing.
In the agreement, the FTC makes clear its position that federal law requires displaying the Total Monthly Leasing Price, including base rent and all mandatory fees, when advertising housing for rent. The agreement resolves the civil action that the FTC and Colorado Attorney General initiated against Greystar, the nation’s largest multifamily property manager, last January.
The agreement contains no admission of wrongdoing, and Greystar continues to maintain, as it has from the start of this matter, that its advertising has always been transparent, fair, and fully consistent with the longstanding industrywide practice of advertising base rent to potential residents. The agreement with the FTC puts an end to expensive litigation between the FTC and Greystar, brings clarity to the FTC’s position for the industry, and allows Greystar to continue to focus on its residents and clients and move the industry forward.
